Mr. Saxton is admitted to practice in all state and federal courts of West Virginia and Maryland and all state courts and the U.S. District Court for the Western District of Pennsylvania, US. Tax Court, and U.S. Supreme Court. He is a member of the West Virginia State Bar Association, Maryland State Bar Association, Pennsylvania Bar Association (Active in Real Property, Probate & Trust and Natural Resources Sections of Association), Allegheny County (Pennsylvania) Bar Association, Washington County (Pennsylvania) Bar Association, American Association of Professional Landmen, and American Arbitration Association. In addition to his experience as an attorney in the private practice of law, Mr. Saxton was the first Director of Management of the Pennsylvania Housing Finance Agency, Harrisburg, Pennsylvania; and Associate General Counsel of The Rouse Company, Columbia Maryland; Legal Counsel and Director Community Development, Allegheny Housing Rehabilitation Corporation, Pittsburgh, Pennsylvania.

His special projects have included Counsel, Western Coal Holdings, Inc. subsidiary of Western Mines, Ltd., Vancouver, Canada for coal acquisition projects in Appalachian Basin; Special Counsel South Franklin Township, Washington County, Pennsylvania for enforcement of zoning challenges by Sohio Natural Resources and Old Bar Coal Company to install longwall coal mine and related surface facilities; Special Counsel Trinity Area School District, Washington County, Pennsylvania for the assessment of the Pittsburgh seam of coal.
